줄거리

고려말, 선정에 힘쓰던 공민왕은 사랑하던 왕비 노국공주가 사망하자 정사를 아예 고승 신돈에게 맡기고 오직 공주를 추모하는 불사에만 전념한다. 호색가인 신돈은 엽색행각을 일삼고 조정의 기강은 극도로 문란해지자 홍윤이 왕의 익비와 간통하여 임신까지 하게 되니, 왕은 이 사실이 발설되는 것을 두려워하여 그 사실을 알고 있는 최만생을 살해하려다가 오히려 그에게 살해된다.
